As for chakra, it could simply just be a very efficient technique. There are situations in the real world where introducting a single crystal can trigger a massive crystalization chain reaction. If the technique works on something similar to that, creating things from crystal could require very little charka - controlling them once they exist (like the dragon or the clone) would likely take more, but she didn't do that all that often.
