Honestly, this was a looooooong way to go for a sight gag.
But there was some other interesting things too. Brook isn't just a swordsman, his music...does shit. Although that must be some badass violin strings that you can play them with a sword.
And Zoro is obviously still hosed. Glad he didn't just bounce back from it like he usually does.

Edit: Ugh...I'm pretty sure this is not the original voice actor for Hatchi. Even his animation seemed off from the arlong arc

I love when you think you know what's coming but then it's completely different. All the while I've (we've) just assumed the Wanted poster had no relevance at all and was purely a joke. Genius.

Well, it still IS purely a joke unless Duval is actually strong enough to be a threat. Now it's just a very long, convoluted joke instead of a simple sight gag.
Dunno. This little slaver island might not be any major plot location. Zoro even isn't in any condition to fight, and moreover, there aren't enough tough enemies for all of them. Maybe this is just a small joke, perhaps leading in one way or another to the real deal.
Even if it's just a joke without any real importance to the following plot it's exactly this kind of crazy randomness that makes One Piece so great
