Actually the time period was very readily available with that fleet of B-17s, but I was nonetheless annoyed, because I don't particularly enjoy flashbacks, feeling they will take time away from developing the actual current setting.

The dudes who picked up Kuromitsu didn't carry that symbol, though, from what I could see. The ones who shot them up there did, though, so they could be from different factions, or perhaps in the 20 years something happened to break those two groups apart into separate ones. Like the ones down in the ruins were scientists who were ordered to study Kuromitsu, but eventually didn't like it and fled to fight against those murderous bastards. Who knows.
