You're just speaking from a viewer's perspective, from theirs there have simply been a few troublemaker's with uncommon powers raising havoc from time to time.
A more pertinent question is why, in a whole city devoted to the pursuit of knowledge, nobody ever thought of looking into the level 0 who could disrupt any esper ability, even after said level 0 defeated the most powerful esper is a street fight.
Now either there's something grander behind that or i'll be thoroughly disappointed with the author's writing skills.
Graphics and fanboyism aside, the gameplay looks kinda shitty and that's really what makes the whole game.
Also, is it me or do i spy a spoiler in that video?

I would say a lot of the media squashing on the science side is due to Aleister Crowley (upside down guy in a jar). He controls a vast amount of the city. We really don't know how far (or into what fields) it extends, but if the ever-so-manipulative Archbishop begrudgingly treats him with respect, he is likely considerably her superior in a number of ways.
But here's the deal, everyone knows he got beaten by a level 0. Even street trash knows it, yet no lone scientist or freelance reporter looks into it? That's just blatantly strange.

gosh, I hope this arc will end next episode... it's getting boring
and I still don't like Toumas slogan and childish speeches.. hearing them over nine thousand times won't change that I guess
I have to say that the story is getting really bad in Index 2
there were so many things/side stories left open after Index 1
well, at least they evolved Mikoto's and Touma's relationship a bit.
Just finished the first series, and pretty much the 2nd half of the series was a piece of shit.
Will check out Railgun and Index 2 later, but not in the mood for it at the moment.

I wanted more of Misuzu... what was the point of introducing her if she appeared so little?
Laura's sick. It was the only good part of this episode. She toyed with Lidvia's tendency to enjoy challenges by giving her an impossible one and making her take it.
Everything else? Orianna defeated without any backstory on her motives? Fireworks saving the day? Church not even bothering to research the events? Orianna just exits the story now?

Even though I've been calling this my favorite arc, I have to say now at this point that the quality steadily dropped towards the end and this episode completely failed to impress me. What a pity to have to turn out like this. I agree on all of Bill's points.
Oh, well. This is but a case of my own expectations being far too high.
This was by far the worst part about this episode and arc. A true deus ex machina. It doesn't even get more textbook than that. That's how embarrassing the writing of the end of this arc was.
This is the worst part about it: Both sides were completely ignorant that it was about to happen. Touma's side was excusable for not knowing all the details of the cross, but at the moment they knew what time it was going to activate (and they did, a little after sunset) and what requirements the cross needed, Touma should have popped open his phone, beep beep beep beep beep and then walked away back to the Daihaisai. Tsuchimikaido too. I expected more from him, the schemer.
Perhaps more fatal of a flaw, Lidvia should have done twenty minutes of research. They knew coming during the festival was the right time to sneak in. They knew what time and where to put the cross to make their plan work from the beginning of the Oriana chase. She never thought to check to make sure no planes overhead, no blimps, no...I don't know, spectacular displays were going to occur at the same time?! I thought the impression we were supposed to take was that she was somewhat intelligent, that she would plan ahead to get around these kinds of things. Oriana was a perfectly executed distraction, a wonderfully abused pawn. But Lidvia never thought to check the schedule, because it isn't like it isn't plastered all over the city, in a flyer held by every adult, or accessible by any cell phone....oh wait, it was.
You guys make me feel like a troll for enjoying this episode, especially since i was the one dissing this very same arc you were all nerdgasming so hard for just a few weeks ago.
Not only didn't the animation disappoint we were introduced to a very interesting character ( which i hope survived her ordeal ) but it seems the plot to further Touma's abilities seems to be well underway.
Then again, maybe I'm just happy it's finally over.

After Oriana got knocked out, nothing happened. She was just there. What a sad way to end the arc.
