I'm considering this whole season just one elaborate opening. It showed us a lot of how this world works and the characters in it, but the story direction went left, right and center. Hopefully the revealing of the magician/scientist guy will hint the second season will dive straight into the darker and more gripping plot this story could potentially set up.

The previously announced and much anticipated Misaka Mikoto gaiden anime, entitled “A Certain Scientific Railgun” (or something to that effect) has been dated with an unexpectedly early release, surprising fans.
The anime will begin airing in October 2009; length is not mentioned, but the addition of a variety of thus far unseen characters is.
Fans are most pleased, as a 2010 release had been feared.

This makes me wonder if they are introducing some new characters in the Railgun series, and whether or not Touma will make an appearance as either a side character or cameo, along with other supporting characters.

I'd certainly hope Touma is there. Without him, the series won't have any hints of a romance. I won't count Kuroko's predatory ways as romantic.

I rewatched episode one's opening and I did identify two characters that were drinking with Kuroko before she teleported to go hug her Onee-sama. It started at 00:50, so going by that, I assume that those two characters will show up in the Railgun series? Correct me if I'm wrong RyougaZell.

Well... those characters you mention didn't appear on any Index episode. Yet they are on both openings with them. So...
From what I remember, Railgun a series of side-stories that happen before index's arrival. I would imagine that Touma won't be on such good terms with Misaka, especially after that Aztec Priest incident. Their encounter in episode 1 hinted that they knew each other though, enough that Touma knew when some thugs would get their asses owned if he didn't lure them away.
At that, I'd imagine Touma would play a part, albeit a more minor one.

Not to be a buzzkill but have you ever read the manga? In my honest opinion the plot isn't that good.
The whole thing is pretty much dedicated to Misaka and Kuroko fanservice from beginning to end with Touma making an appearance every now and then and Index never showing even once so i really don't think you'll enjoy it that much.

The plot was never great during these 24 episodes, either, so I don't think anybody's even waiting for such a thing. This series shines somewhere else.
Well i still say that if you take the harem element out of a show like this it always seems like something is missing.
