They don't "make up" shit, they do it with kishi's consent. Basically they ask kishi what's in the char's abilities.

Personally, I don't. I only want characters that aren't around anymore. Like Haku, Zabuza, The Sound Five, and Minato. I couldn't care less about pre-time skip Naruto, Sasuke, Sakura, and Kid Kakashi. I hate having multiple versions of the same characters in general. I don't mind Obito, because he's dead and doesn't have a current version. Why would I choose PTS Naruto when I could play as the current Naruto that has Rasenshuriken and Sage Mode?
Storm 2 had three versions of Naruto (plus Hokage Naruto costume) and three versions of Sasuke. Shit like that is a waste of slots to me.
Indeed, I used her quite a bit in Storm 2. Her Detonating Flower attack would allow me to keep my opponents at bay while waiting to unleash Gaara's ougi. It didn't take me long to get the 10 wins online achievement with the team of Gaara, Ino, and Temari.
Once again you aren't reading at all, it's not about what you think a char can do, it's about what kishi thinks they can do; you might assume that shodai can do some tree shit, but kishi approves he can conjure up a giant tree to trap you in, only to explode it into a miniature atom bomb shortly after...
The oodama rasengan and the one handed huge rasengan were first show in the games as well, waaaaay before they showed up in the manga, same goes for minato placing a tag (non kunai) on you to teleport where you are. I'm sure there are more I'm really not going to list them all.
Sure there is plenty of exaggeration in the jutsu's themselves, but it's a game and it needs to be extra flashy, heck kishimoto even feels like they are doing a waaay better job than what he can show in the manga's limited medium and he loves it.
It comes down to that everything about the characters is creator approved. Don't get fucking salty just because CC2 decides to add a character you didn't want, they owe you shit.

Yeah I don't care about the pre-skip characters either, but I would really like the have current gen versions of sound 5 and such. Though I felt the different versions of naruto were kinda needed, since they are story related. Kinda like how in gundam amuro goes through gundam, reGZ and NU.
Though I did feel they could've been "costume choices" instead of actual slots; Kinda like how you could choose drunken lee in the previous games.

Like i ( and the creators ) said, adding characters with hardly any background or knowledge of their skills would be retarded. Should Kishimoto himself be involved in the process of creating its fighting style then i might accept it but such a thing sounds like a long shot.
