Yes, Raikage has appeared in the anime, but they are only up to the part where he sends the trio to Konoha.

I'm thinking that the last two people will be Possessed Kabuto and Hiruko. Sasori and Hiruko seem to be separate characters in every single game that they have appeared in together.
