I don't really get "angry" with anybody except in this situation (picture to show lights only, not the specific red/green combo):
In Australian intersections (we drive on the left), a right arrow light has the following meaning:
green: you can turn right
yellow: stop turning right unless it's unsafe to do so
red: do not turn right, stay behind your stop-line. Do not enter the intersection
blank light (no arrow), green "normal light": Cars driving straight can do so. Cars turning right should
drive halfway out onto the intersection and prepare to turn right at the next safest moment. Once you have entered the intersection in such a manner, you're supposed to turn right when you can, regardless of the colour of your lights.
That rule means that at
least one car should leave the queue once the arrow has blanked out. Many drivers here stay behind the stop line instead of entering the intersection, meaning that they can't move during the "every light is red" window (a car sitting halfway into the intersection can, since they have an obligation to clear the intersection). That puts people in the queue and means more waiting.
