I wonder if Lucchi and Luffy will ever end their fight in this arc. I doubt the Strawhats are going to stay for the buster call to arrive, I don't think they will be thrown into that situation yet. And with that being assumed, I don't think Luffy will have enough time to finish off Lucchi, I say they finally finish rescuing Robin and run for their lifes.
Definitely plausible. And to continue with the same villains for a little bit with yet another long arc somewhere down the line is something that wouldn't be a surprise, given the mangaka's storytelling style. It might not be such a bad idea to take on the Marine's in the near future, considering that the real bad people might just be the Government Power. Humm, I thought it would be someplace where some big name pirates where going to have a meeting or something. But assuming what you say is true, Luffy is not "close to reaching the Pirate's Summit". In fact, he's really far from it.
The rest of the CP9 have been defeated, so I think it would be odd if Lucchi was a sole survivor that comes back later to challenge the Strawhats. If Luffy doesn't beat him here, he'll run into trouble anyways when Robin is reunited with the crew.
The Pirate's Summit - For a long time, I also thought that this referred to some sort of meeting ground, but then I read later from a couple translators that this referred to "reaching the top," like Deblas has said. Personally I'm still a bit doubtful towards dismissing possible inserted bias or liberties that the translators have taken there, but I'm still inclined to believe the metaphorical translation anyways.
There really is no end in sight for One Piece if Oda intends to tell his story without time jumps. However, the consequences of Luffy & co.'s actions at Enies Lobby combined with Luffy's will to become strong enough to protect his crew sets them up to be catapulted upwards into strong, high-profile pirates. If Luffy is far from "reaching the summit" now, his pace towards it should only increase from here.

It's going to be good to see how the Straw Hats are going to get out of this situation, well we should see Luffy take down Lucchi soon. They'll more than likely be getting onto a Marine ship, and might be able to avoid trouble for a second.
