I would agree that he didn't use any strategy in either fight against Sasuke. He also didn't use any strategy in the fight against Mizuchi at the very beginning of the series (of course he wasn't really technically a ninja at that point). Usually the fights without strategy are ones where he thinks he can win with brute force. The brute force is usually mass kage bunshin + physical attacks or rasengan.
I think he's gotten better with strategy overall as the series progressed.
What about the Naruto chain?
I don't think that counts as strategy, maybe tactics, but not strategy. All he did with it was try and pummel Sasuke to death, he didn't seem to have any real plan for using it to maximum effect.
OK, if you wanna get all technical. "I'm going to make 1000 kage bunshins and then run head on with a rasengan" is a strategy. It's stupid one, but it's a strategy.
i think as important as strategy (tactics, etc) is to what we've come to expect in naruto's fighting style, i think creativity is what i generally appreciate in his 'good' fights. I personally thought the Naruto chain was really cool because with bigger numbers came a bigger windup and more leverage. If you wanted to you could see it passed simply more numbers = more power. The fight eventually ended in a powerup battle but the buildup was really nice.
What I really like are high ninjutsu battles. Sandaime - Orochimaru was great. Also the Sandaime against the first en the second. Combining different ninjutsu provides a great visual fight.
But I also like the fights of Shikamaru, really tactical. Interesting to see how he prepares his next step.
