If somebody steals something from you and you report it to the police that isn't snitching in my book... snitching to me is when people give up other people to the police for no reason, or to try to get a lesser penalty for their own crimes.

I agree, they should bill the parents for this waste. But then the parents should bill the local government for providing the emergency response teams with this training opportunity. I'm sure they could use the occasional practice.
