Yes, Naruto had at least one 3-4 episode filler arc a long while before the massive 2 year garbge fest that just ended. I believe One Piece has as wel but I'm not 100% sure.

One Piece definatly with atleast the apis arc and the G8 arc.
The question is a bit misleading though as it depends a lot on what you mean many anime's have sparadic filler episodes but few do to us the 2 years of hell Naruto has managed.
if your talking single episode fillers then basically all of the long series have done them if your talking long filler arc's I'm not 100% positive. I know Kenshin ended in fillers and I assume it had atleast 1 arc of them before that.
