Technically they could flashback to filler material, because anime is anime and manga is manga, and even if the former is (mostly) based on the latter, they are still somewhat separate things, as the fillers have proven. But honestly there has never been anything in the fillers that would be suitable or worth flashbacks. Well, if Naruto starts to hang out with Hinata, then perhaps...
