C.C. wins on several levels.
1) She's voiced by Yukana. Full Metal Panic Tessa's Yukana. Only she sounds so evil, and oozes sensuality in an odd way. It's part of the reason we see a connection between her and Lelouch so clearly so early. Aya Hirano and Ayako Kawasumi both have a lot of talent, but Yukana's role here wins hands down over all others. The amount of personality put into C.C. exceeds that of most characters I've seen in anime overall. It's hard for me to think of a role that stands out quite so well against a VA's body of work, maybe Megumi Toyoguchi's Revy in Black Lagoon.
2) The storyline itself categorizes her as "the Witch." Countering her is Euphie as "the Princess." An excellent title for that episode by the way. We get the story of the princess and her knight, but they're just side characters to the main characters, the anti-heroes. The Witch and her warlock. A far more interesting premise.
3) Green hair, her prisoner outfit (the one she wears nearly all the time until the pilot suit for the Gawain), and her mysterious forehead symbol. Amnesia that makes her "like the white snow." Plus she's got scars. She's damaged goods. I'll put her ridiculous goth loli outfit she wore while she and Lelouch were "rescuing" Shirley from Mao here as well.
4) Speaking of Mao, after he got too annoying during her current plans with Lelouch, she finally ended it by shooting Mao in the throat. That's one mean Onee-san.
5) Lelouch may be one of the smartest people in this series, but only C.C. continuously keeps him off balance until this recent finale.
6) You get a pretty good idea what Haruhi is capable of fairly early. We still have no idea what C.C. really even is. She gets many more points for mysteriousness.
I think I've run out of ideas at this point.
