Don't forget that natsu has had a problem getting through age restricting barriers as well as gajeel. I'm not so sure it could be so far off. Natsu came when he looked like a small child but he has been with igneel since infancy.

Levy x Gajeel seems to be a favorite among most of the limited fans Mashima has, so he probably wanted to appeal to them. Or maybe its just that those fans exist because he has been hinting at it.

Second he hasn't been hinting at it at all and that's why it feels so strange, he saved her from Laxus once as a form of apology after crucifying her ass and there's been 0 involvement between the 2 ever since.
I would find it strange if none of the young guild people at their best breeding age would be eyeing each others.
