Already explained in Sasuke's fight with Rock Lee. He was able to see Rock Lee, but his body couldn't react fast enough. Even if Sasuke sees someone do the jutsu (who can now?), he probably wont be able to do anything.

Im hoping that naruto learned that while he was gone 2.5 years.
Naruto learned Nothing during that two-and-a-half year time jump. They hinted that he learned a new jutsu, but that was a long time ago. He has had many chances to show what he's learned, and nothing's happened.
Some people speculated that he learned some control over the Kyuubi. This seemed like a possibility at the time, but his fight with Orochimaru proves that this wasn't the case. So are we supposed to believe that Kishimoto was just saving it for the fight with Sasuke? Maybe, but why hasn't Naruto been bragging about learning a new jutsu since the "save Gaara" arc?
I don't think he learned a thing; I think that Kakashi is just goig to run in at the last moment and save everyone.
