Well i don't know if anyone ever posted on animeforum.com but they have a great sistem there. Basically, you win points everytime you post and then u can do some cool stuff with your points like changing your name, that thing below your name ( the one that says genin right now) , other peoples things below there name, etc. Im not sure how that works exactly but i know some of the mods there, i could ask them.
Not interested. Custom titles here are rewards for various things, including achieving a very high reputation, winning our occasional contests, or just somehow deserving some recognition.
Name changes are granted by me, to people that I think have a good reason for them and deserve them. The landscape can shift, but by filtering that shift through me, we can keep it from becoming too ... shifty.
Everyplace is different though... whatever works for them.
Well as long as they do have the option to change i guess it's ok. Btw, any idea when is the next contest gonna take place?

Really that's up to an admin isn't it? But I agree, wanton name changes cause too much confusion. Maybe if a name change also reset your reputation to 0 and resulted in a post-count deduction, that would be more fair.
