Yep, thats true. All you have to do is join #idleRPG the gotwoot irc server, register with the idleRPG bot and then simply sit on your ass!
You can all read the details in the link provided above, but in a nutshell, the point of the game is to idle in that channel. The longer you idle, the higher your level becomes. Ofcourse points are deducted for leaving, logging out, talking, changing names etc. On each level up you can find various items of different levels, and you also have a 25% chance of battleing other players (this increases to 100% after lv 25).
Theres also other neat stuff like alignment (good, neutral or evil), critical strikes, quests, team battles, item stealing and the hand of god.
