Another thing what Sai said about Sasuke is true. Has it ever been said that they would let Sasuke back in, from what I rember Tsunade has never said anything.
In my opinion the only reason she has let them search for Sasuke is becuase she knows that if they find him, Orochimaru will be there and she swore that she would kil him
His Sharingan is too dangerous to let someone else have it. So either let him back in and hold him on short leash or kill him. I'm not sure if Tsunade is already at the point of killing Sasuke, they may need him against Itachi.
So you wait and keep both problems around until they reduce themselves to one problem and then deal with the one remaining.

We don't know Deidara has a bloodline limit.. there's lots of crazy jutsus on the show but it doesn't always make them bloodline limits

Well, Oro can do really weird stuff with his body and he doesn't have one, same for the Sound ninja during the Chuunin exam that tried to suffocate Kankurou.. but Deidara's could be a Bloodline Limit, time will tell.

Reason why tsunande is still eager to find Orchimaro and Sasuke is simply because she dosen't want him to have the sharingan. It's like handing over a nuclear weapon to the enemy. It's only a matter of time before he uses it against you.
