WEWT Shikamaru is a Jounin! Awesome. Looks pretty much the same though, but I wasn't expecting him to look much different.

Well his clothing is now all one colour, as opposed to before.
Just traveling back a bit (sorry I was late) but if you look at the Huuga clan's junion, they use robes not vests (check Hinita's father). So no matter what Rank neji is, I believe he'd use a robe as well.
And Rock Lee idolizes Guy, he will grow up to be exactly like him. Hrm ... wonder if Lee looks at Neji the way Guy looks at kakashi?
Shika will gorw up looking like daddy, which would be a good look for him.
In terms of the Gai/Kakashi rivalry, I think Lee had his sights set on Sasuke. But he's a little out of Lee's league now.

Chouji looks a lot like his father. I never got why a ninja would wear a samurai get-up though. Oh well, its an improvement over his diaper hat.

as for the samurai armor on a ninja thing... obviously Chouji isn't very fast. obviously stealth isn't his forte.
So the big guy might as well go for brute strength and maximize his defense by strapping on some armor!
Honestly I have always sorta been waiting for Naruto (the show) to pay more respect to the tools/materials they use. Nobody (at least very few) sports a "Hitori Hanzo" katana or armor made out of any really rare material. I mean, we had Aoi (Tea Country Amazing Race Filler Arc) boasting about his Raijin Sword and Oro's sword seems pretty unique, along with the Akatsuki rings, but thats really about as much as I can remember seeing a Naruto character emphasize the importance of good equipment... I mean, jutsu and stealth are all good and all (and that's part of what I love so much about Naruto) but goddamn if my sword is better made than yours I am probably going to cut yours into scrap... (granted i have any ability.)
ok, mini rant over. Chouji looks pretty damn cool. Speed is overrated anyhow in anime. Go big guy go!

I agree with Masamuneehs how ninjas should have more variety in their weapons. Hell, I've seen so many Naruto wallpapers with him holding a sword/katana, yet he hasn't used one yet.

If by new characters you mean characters that haven't yet been introduced....no. Only the main group of kids that have been part of the series since the chuunin exam
