Bad ul/dl rates on bt. Please help

Ok, I'm having a problem downloading things using bittorrent. My upload and download rates are abysmal. I've run a bunch of bandwidth tests and it seems that my cable company put a cap on my upload, but there's no reason for my max download to be around 20kbps. The download problem is only with bittorrent. When I do direct downloads I have no such problems. My cable company is cablevision/optimum online in new york and I'm using the azureus client. This problem occurs for all torrents on all torrent sites. Anyone have any ideas?

Your freedom is parasitic, you suck the honourable man dry and offer nothing in return. You who have enjoyed freedom, who have done nothing to earn it, your time has come. This time you will stand alone and fight for yourselves. Now you will pay for your freedom in the currency of honest toil and human blood."

When you download torrents, ul-rate and dl-rate are directly connected. If your ul-rate stinks it doesn't matter what your dl-rate is, it will still stink. One thing that might help is if you lower your ul-rate in the client, bacause you need some ul-rate so you can send info about what you ate going to dl.
