That specific video comes from the Carson Daily show - or however you spell that guy's name.
He basically had his writers look for funny stuff on the internet so he could palm it off as humor on his unwatched talk show. He also "Rickroll'd" the audience. Badly.

Yeah, that cop has serious anger problems, and should not have acted the way he did, putting a bunch of kids in chokeholds nearly unprovoked, but they weren't exactly making the situation any better. This guy has a pretty good response to the video in his video description. Example of excessive force, with the wrong kind of reaction.

cops harrassing kids makes me think about a few years ago when they had this deal on the news where the police raided this school (highs chool) and had guns drawn and pointing them at these teenagers and it was all over some pot they suspected a student had or something very minor like that.... anyhow.. .this is the funny vid thread, and i came across this awesome video i was referred to by some guy who i was playing counter-strike:source with...
