    Yeah, it's never actually said it in the anime or manga. I only realized it when I read the manga page that Terra posted and I went back and looked at the character focus/page-thing at the end of the episodes with their names and ranks.

    Kon also says: "call me nee-san" for Isane, and "Introduce me to your sister" for Kiyone.

    I too thought Kiyone was just another high-voiced guy btw.
