    Since Chii (the character) is a computer, she feels no shame. She's often shown naked, not understanding the neccessity of clothes (mainly during the first several episodes, however; the series becomes less gimmicky as it progresses). There's also several scenes of images of Chii naked, sleeping and connected to wires, shown with those tattoos. That's probably what this girl was going for.

    Even though something in the back of my mind tells me that it's photoshopped, it still looks pretty convincing.
