It means double tooth. And the Japanese find it a 'cute' factor for their girls. Thats why you don't see them fixing their teeth to have them straight as it is done over this side of the sea.

Anime characters with red eyes look hot, but somehow real people with red eyes are kind of freaky looking, if you ask me.

Meh, I actually kinda like the hair in that cosplay. It's very similar to the original but without looking too fake.
And yeah, like Kraco said, I usually love red eyed anime girls, but in real life they give me the heebie-jeebies.
