Dunno. It could be makeup. You have to remember that a photo is 2D in the end. So, even though makeup wouldn't look nearly as good in real life, it would look better when looked at in a photo, like this. If it was simply photoshopped, I don't know why they wouldn't have done even better work.
The eyes are simply really expensive contact lenses designed to look like that. They have contacts for the Sharingan forms as well.

Good ones are few and far between. Here are some I found. Not great, but at least interesting.

those of naruto cosplay are realy bad... and in the first picture.. wtf... 2 sasuke... 2 (or 3...) sakura! and what up with the fan, temari is not even there, execpt if she have changed her hair color lol
Yachiru cosplayer in the last pic has got the attitude exactly right.
That's probably the best Ichigo and Ishida I've ever seen.
All the rest are meh.

Its been awhile since I've contributed anything to this thread, and since its one of the ones I enjoy the most I went hunting for some good cosplays.
Unfortunatley, I was really only able to find some good Gundam Seed (and some Destiny) cosplays... which leads me to bring up the subject:
Should we start cosplay threads in various other areas of the forum?
I mean, I've seen Naruto, Bleach, Final Fantasy, Gundam and many other cosplays posted in this thread, and well, you know where I'm going with this... BUT, until a resolution is reached, here are some pics. (also, sorry if any repeats, this thread is now way too long to check to see if any would-be additions aren't already posted in the 30 or so pages beforehand...)
