It's not funny/witty enough to be intended as comedy. It's just a guy combing two things he really loves, albeit comedically badly.

it's a commercial for CMA (combined martial arts) class, with Naruto, after going through some bad photoshop. I could tolerate the obvious flaws (who knows, maybe this is going to be the next stupid reveal in the manga). but still, it's not that hard to remove the headband symbol.
