Naruto Pilot

I just read the pilot manga eps, the story about Naruto going to the town to find a friend,

Is it part of the normal storyline? Who is that weird person that takes care of Naruto in that mountain thing?
Everything seems a bit more technologically advanced there, cars on the street, people using guns etc...

Demon fox no Jatsu... heh... well... would be weird if he knew about him being the 9 tails already I guess.
