I'm not so sure I like the animation, and teh outline of the hair on the left is a bit jaggy...try and make the cutout smoother.
What reason did you have for making that kind of animation?

uumm I'm not too sure if there was a size cap. For the Battle of the sigs, I say keep it the best quality you can in file size, but keep the 500x150 size rule.
at least you tried. i saw take out the animation part. its not really needed, and doesn't add a good effect.
