Is the movie a side-story? Or it's own thing?

The movie is obviously after Naruto learns Rasengan because he uses it in the movie. Also it has to be after they help that guy from the water country win the race because in the movie after Sasuke uses Chidori he says "Naruto, I made a crack for you.". That's how they beat Aoi in the water country because Sasuke also made a crack in the lightning sword.

But once they get back, Sasuke challenges Naruto and then he leaves and the chase beings. So my only conclusion is that Sasuke returns from Orochimaru, but people say that after the fillers then the time-jump begins.

So.... Does the movie follow the story or is it just it's own thing?
