how to make a gif?

i know you cant use gif's on this site, but could someone tell me the programs i need and how to do it? i want to take a scene from an anime and be able to have it on my website.

imageready, it usually comes with photoshop as a secondary program. Also get virtual dub for your screen captures from the anime.
