Whats up with the little dots in the Sharingan?

I noticed that Kakashi has three, sauske appears to have 1 in one eye and 2 in the other. I think Itachi has three.

Does it signify strength, like levels?

Any importance to the same shape being used in the cursed seal on Sauske's back?
