Upload Rate and my max uploads to. Because it seems if I set my max uploads to 100 the download goes down ALOT but if i set it down to 4 its stays at like 20-30 so any help would be grately appreciated

I think your just going ot have to experiment around with this one. I suggest about 20-40 upload slots.
