Yes the voice actor's female. That's common in some animes.

It's actually quite common for small boys and effiminate men in anime to be voiced by women. Kenshin in Rurouni Kenshin is voiced by a female, I believe Yahiko is as well. This isn't a surprise.

As for interesting voice actors, the same actress plays both Edward Elric in Full Metal Alchemist AND Temari!

Yup, thats right in Rurouni Kenshin Reminiscence (I dont know if the anime or the new OVAs are played also by a female) a female plays Kenshins voice.

Naruto is a kid, most boys are voiced by women, especially hyperactive boys.

The reason WHY Naruto is voiced by a women is because they have higher voices, which can't be emulated by an adult male voice. They could use a kid to voice Naruto, but with children, thier voices change when they hit puberty (a cartoon or anime like the Simpsons can go on for years) and children are a pain to work with because of all the child labor laws and they ability to act.
