They never tell ages of when the Hokages are named.

The anime makes it seem like the 3rd is the youngest, though the manga is more ambiguous, though.

The Fourth, however, was the youngest to die, so it's likely he was the Hokage for the shortest amount of time.

I would have to say the 4th was the youngest. Because if you remember, the 3rd only took the "hat" 13 years prior to the 4th's sacrifice. Even though 1st and 2nd named him as a Hokage, I don't think his reign started until the 4th passed.

Of course they could have some kind of strange and convoluted rule system governing it...

The 3rd hokage became Hokage apparently at a young age. He named the 4th and passed on the title of Hokage to him. He picked up the "hat" for another 13 years AFTER the 4th's sacrafice, not before it.
