there is no real reason just that the line of sensei's and student from 3rd -> jiraiya -> 4th( i believe he was perverted to) -> kakashi -> naruto(he got it deep down somewhere just look at his weird skills.) we know for a fact that both jiraiya 3rd and kakashi are perverted. kakashi reads jiraiyas books which are very perverted and 3rd wanted jiraiya to show him his amazing peeping skill when jiraiya was a kid. he also goes down when naruto does the sexy no jutsu.
