you could use Internet Explorer itself for the job. If you did, it would have to be in this format:

ftp://username:password@IP ('ftp://username:password@IP') Address (Or Dynamic FTP Address)

EG: say my username is hiroshi, my password is god, and the ftp address is a dynamic FTP Address: gotwoot.net

ftp://hiroshi:god@gotwoot.net ('ftp://hiroshi:god@gotwoot.net')

But the best method to access an FTP, and one which pisses people off the least, is to use an FTP Program. FlashFXP is a very good program, and can be downloaded Here ('http://download.com.com/3000-2160-10213646.html?tag=lst-0-1'). However, this is only a free trial version until you buy it. In which case, you can either pay to use it from then onwards, or use a crack/keygen to unlock it.

I do NOT condone the use of a crack or keygen. Just as a reminder, it's illegal to do such things, but it's entirely your choice. *i'm so paranoid ._.;*

Edit:
It appears that my examples have been translated into FTP links. Please do not click them, they wouldn't take you anywhere, and IE tends to freeze for a while until it's either got a response or timed out from the lack of response if you use it as an FTP program.

Other programs are:

SmartFTP ('http://www.smartfpt.com') - Which I use.

or

CuteFTP ('http://www.cuteftp.com') - I know a lot of people use this one, very popular.

You can also check at Download.com or like always, google.com

Yep, but you nkow why CuteFTP is so popular? Because it's simple and good for beginners. But it's also not very flexible and not very powerful =P

FlashFXP if you want flexibility, options, and power.
CuteFTP if you just want to learn and use.

Don't know about Smart FTP =P
