You need to format in various different UDF Formats depending on the format of DVD you want. Most likely, windows hasn't supplied a formatting system for you to format your DVDs, and you may need to download a program that can format them for you. But here is a quick list regarding the UDF Format types and the resulting DVD Format:
CD-R: UDF 1.51
CD-RW: UDF 1.51
CD-MRW: UDF 1.51
DVD-R: UDF 2.01
DVD-RW: UDF 2.01
DVD+R: UDF 2.01
DVD+RW: UDF 3.01
DVD-RAM: UDF 1.02
