people can independantly translate games, if they want to.
Naruto doesnt really need translation to enjoy it though - i finished the game and i barely speak 15 words of japanese

No,not anytime soon.In order for a game to be put in english,it has to be licensed.Hopefully that won't happen for 2-3 years at least.

u can get an untranslated game from narutoex.com just d/l the emulator its kool, i beat the first one with ease, and didn`t understand a word of the japanese
