Seldom do I 180 on a series as fast or hard as I did this. I'll be honest: I didn't really like the first episode very much in spite of being excited for the premise, but most of the jokes didn't hit home and the animation is fairly low budget. But then episode 2 came out and totally redeemed Chio-chan for me. I really enjoy humor based on misunderstandings and over-thinking simple problems, and I really got that here. Give it a try and tell me what you think.
