Still, Flamingo wasn't stupid at all with the way he rose to power. If he had simply conquered the place, the people would have treated him like a simple hostile conqueror, but now he first discredited the old king by framing him horribly and then immediately, I reckon, rewarded the population with some bread and circuses. Turning all undesirables into toys who had, mostly, lost their free will and identity was very convenient as well. Furthermore, if most of the other nations in those parts are warring, then the people of Dressrosa would be doubly happy they seem to have a peace, not realising it's their country that's brewing all the wars.

Although they've yet to explain how exactly he was framed. If it's literally just a bunch of people burned down the country and kill a bunch of people, and then these new people nobody recognizes just went "the King did it!" and they just believed them, then that's stupid.

Let's hope it's a bit more complicated plot than that, even if this is a shounen series. Looking at the old king's disposition now and how he doesn't even try to defend himself, it seems to me Flamingo actually might have managed to make the king perform a big mistake on his own (not necessarily the big fire but something bad nevertheless). So, Flamingo could have been fooling both the people and king Riku's court. Crocodile pulled it off partially. Famingo seems even smarter in evilness.

What do you mean by "so many of them"? The only one that's currently doing anything destructive towards the family is the toy soldier. They still have minds of their own, they just can't control their body the way they want to.

What do you mean by "so many of them"?All of the ones that were thrown in the trash because they tried to tell their former families the truth.

I have a feeling they get thrown away also when they simply break physically. The fruit user seemed to like the new patch of people to turn into toys since they are strong and thus apparently make tougher toys.
