I was thinking her power was more like abstract art, but I can see the whole toy thing now. I had a feeling that the toys used to be humans, but I thought it was a side effect from the "smile" production. Like he had step 1 and sent it to Ceaser for the rest.

I was thinking her power was to turn things into toys since she turned the SH into toys and there are tons of living toys all over the island.
