I guessed wrong. It wasn't Joker but some underling, it seems. I wonder why he has a grilled beef stuck to his cheek... And why on Earth he has Law's heart! In any case, now this arc looks normal in the sense that Straw hats are in a pinch and enemies look overpowering. Although if you think about it, Caesar necessarily wouldn't like to face Zoro; getting cut from a distance might make things hard for him. Who knows, maybe Caesar won't be left to Luffy anymore. It would depend on whether he's really the main villain here or not.
