Who the hell is Kubo talking about? Cause that definitely isn't Ichigo.

It's called "character growth."

You know, the kind that fans out sideways, doubles back upon itself, and does several loop-the-loops before exploding into a shower of ink that colors all of Ichigo's new costumes.

Ayup, Kubo's unchanging resolve is to have characters act like whatever he feels like at a given time, regardless of context or growth.
