can someone remind we what was tsukishima's deal? was he a shinigami once, or did he kill the shinigami?

Something about having a Shinigami prepped to take a whole bunch of people's powers and then at the last second killing that Shinigami and taking his powers or all the powers of the people who were transferring at the time...something along those lines...
