Why onepiece is delayed..??

Um if u've noticed.... onepiece has been delayed and now it has started to come out...

ive heard that the original guy who got the raws.. got caught and like's in jail..??
jus wanted to check and see if this was the truth...
any1 have any idea what happened..???
