So we have a couple clues from the 2-3 frames Kishi showed. The village he's in seems to be more advanced than the standard Naruto village, since it has wierd pipes flowing everywhere. These pipes could be for steam power, which I suppose makes sense. Also I get the impression that this village is on the coast somewhere. Another important point from the amount of damage present is that either a) the village was recently attacked and is just now rebuilding, or b) the village is abandoned. I can't tell if there's scaffolding present or not since the frames are so busy.

From the coastal thing it could be the Country of Fire, Water, Earth, or Lightning. I'm just going to throw out a wild guess that it's the Country of Lightning just because we haven't really seen any places there or heard or anyone from there. Feel free to post your own guess.

Well, those are all very good assumptions.

Yes, i was confused by the busyness of the frames aswell.My guess would have to be for either the water or lightning,could be wrong but thats what i guess.I would say water because the piping would have to be something they'd be very good at building and bringing to the city in terms of advancement.And lightning possibly because they could have figured out a way to hav more civilized technology through proper advanced piping.Althogh knowing the leader,it's probably one we've never seen that few know about.

The big frame is the last panel of ch. 327 (with the wierd looking Buddha statue). There is also a small one in p. 15 of 329, and another big one on the last two pages of ch. 329. There might be others that I don't remember...

I'm assuming they are doing it in the cave. The city might just be a genjutsu.

"It" being the meetings and tailed-beast removals? The cave is maybe just one of many safehouse-type gathering locations.

Nah, the city's probably legit; too much effort to throw up a shroud, especially of a city. Besides, the members don't have to be physically present to meet up.

I doubt the city is genjutsu... there's no reason for it since the leader is projecting himself just like the rest of Akatsuki. Besides that, p.15 of Ch. 329 shows clearly the city from the leader's perspective, so I assume it's real.

I think it's on the coast because of the general height of buildings (usually for ports, offloading cargo and stuff like that) and because there seems to be a flock of seagulls in the bottom right of p16-17 of 329.
