It's the latter, I'm fairly sure. He knows how lame people think he is, and he's running with it, hence all the Hoff jokes, obvious digs at himself, etc.

My brother and his friend were driving around and he says he saw David Hasselhoff just now.

Hasselhoff was on a radio show I was listening to this morning talking about how his old music videos from the early 90's are getting tons of hits on the net now and how his 16 year old daughter hates him because she gets made fun of all day at school because of them.
