I don't think you'll find any direct downloads for the series. If you can't rely on torrents, I suggest you get/learn mIRC.

on the contrary, there is a place to direct download this series i/expressions/face-icon-small-smile.gif .tv fansubs (http://www.fansub.tv/series.php/591/Full%20Metal%20Panic%21%20The%20Second%20Raid/) Obviously, they come out some time after the torrent comes out, and it looks like they only have the fastest group for each ep.
