Tracker Problem?

When I went to http://tracker.gotwoot.net:6968/announce I got this d14:failure reason17:info hash missinge

Also, my downloads (Naruto 76-100 and 101-125) and also the one I'm seeding (Naruto 26-50) have this error for the tracker: Error (requested download not authorized for use with this tracker). Is the tracker down or is it my firewall/router?
